Section 215 notice issued on property on Dads Lane, Moseley

A Section 215 notice has been issued on the owner of abandoned garages and workshops to the rear of 82 Dads Lane and 4 Shutlock Lane, Moseley.

The owner has until the 14th May 2007 to “remove from the land all rubble, wood, metal and plastic items and maintain the land in a neat and tidy condition thereafter”. If the owner does not comply, the Council will send contractors onto the land to tidy it and charge the owner – once a charge is set against the land a sale of the land will be forced.

The owners of the land against whom the Section 215 notice has been issued are The Company House, Parkhouse Development Limited, 93 Broad Street, Birmingham B15 1AU.

The exact history of the land is unknown, however it has been abandoned for several years.

Rubbish is regularly dumped there and various anti-social activities take place including drug taking. The place is swarming with rats.

This is the second Section 215 notice to be issued in Moseley and Kings Heath Ward in the last 12 months. An earlier notice was issued on the owner of the former Sorrento Hospital – work to tidy up this property is now almost complete.

Several Section 215 notices on other eyesore properties in the Ward are in the process of being issued.

Proposed graffiti studio at Epic Skateboard Park

Further to my previous e-mail about the former Moseley Abattoir and a possible graffiti art area, I have been contacted by the Epic Skateboard Park who are keen for such a venture to take place at their facility.

The Epic Skateboard Park is located inside the former tram depot shed at the corner of Moseley Road and Trafalgar Road, Moseley. The building contains Europe’s largest indoor skateboard park and the West Midlands indoor rock climbing facility. The abandoned former tram office building is owned by a different person – Mr Zaman of 1 Oxford Road, Moseley – and has been derelict since the early 1990’s.

The proposal at Epic Skateboard Park is to create an indoor graffiti art studio. This will be about 6metres by 12 metres in area. A roller shutter door will provide the ventilation. The graffiti artists will paint on mobile surfaces such as huge wooden plywood boards or even traditional canvases. The artists will then be able to hang the finished products on the internal walls of the skateboard park OR sell them at local art galleries.

Use of the studio will be by club membership only – similar to what currently happens at Epic at the moment. Anyone known to be tagging anywhere in Birmingham, will not be allowed to use the facility.

Use of the facility will be free.

The three local Councillors have this week agreed to set aside £1800 from Community Chest and Neighbourhood Renewal Funds to fund the creation of this studio.

It was agreed not to pursue the Moseley Abattoir graffiti art site, until it can be proved that the graffiti studio at Epic works and is manageable.

Period 1st February to 15th February


Team
Over the past two weeks two Advisors have spent a total of 50 hours actively engaged in the Moseley ward. A Team Leader has been engaged to coordinate the work of the Street Advisors and organise recruitment events. This has greatly improved the targeting of Street Advice over the past week.

Streets and public spaces covered
Over 150 leaflets have been distributed to households on Kingswood Rd, Trafalgar Rd , St Albans Rd and Sandford Rd. Each Advisor has spent 10 hours knocking on doors on these streets to follow up the leafleting. An additional 9 hours each has been spent talking to people in main streets in Balsall Heath and Moseley on the ward borders and in engaging with young people at Joseph Chamberlain College.

Organisations and Events
Street Advisors have made contact with Sajid Khan at Moseley library and arrangements have been made to provide advice to people on an appointment basis.
So far there have been two referrals from Sajid, which has led to one client being signed up to the project. The Advisors are meeting Sajid again w/c 19th February to look again at the materials and the referral process they agreed and to see whether it will be possible to improve it and see whether this can be rolled out to other venues.

So far no other venues have been identified for this type of activity although the Advisors and EC team are looking into ways to link into community activities.

The recruitment event at Moseley CDT on Wednesday 28th February has been confirmed and from 19th February will be intensively marketed via leaflets and word of mouth by all Advisors working in and around the Moseley area. Building Health Hub, Jobcentre Plus and Birmingham City Council will be attending this with current vacancies. People will be given advice about job application forms and interviews.

Outputs
As of 14th February we have registered 25 clients from the North Moseley area including residents of Kingswood Road, St Albans Rd, Sandford Road and Trafalgar Road. Five of these have been referred to the Building Health Hub, one to the TUC centre for further job preparation support and 2 to other support services. Four people have gone on to training and 2 have started full time work.

Issues Raised
Knocking doors during day time hours has led to limited benefit in terms of talking to people about their circumstances. Advisors are getting many refusals to talk with them and the majority of doors are not opened. This may be for cultural reasons or that people are out working, job seeking or in other centres/ community points.

There are very few Community spaces in the North Moseley area. Advisors have been having to go to points just outside the area to engage with people in the street. These have included: Moseley Village, Balsall Heath Shops/ Moseley Rd, Kings Heath High Street and Joseph Chamberlain College in Highgate. This activity has been successful in engaging with larger numbers of people and Advisors records show around 25% of the people they talk to live in the North Moseley area, many others living in other EC areas.

Action Points
Door knocking is a method that would ensure engaging with clients from the target area but success so far has been limited due to low numbers of people agreeing to talk to Advisors.

To try to overcome this over the next two weeks 3 Advisors will carry out information leaflet drops to 300 households and then follow up with door knocking at weekends in the day time as well as during the week.

The former Moseley Abbatoir and proposals for a legal graffiti art area

The video shows the old Moseley abattoir building and a proposal for a legal graffiti art area in front of it. I would be interested in peoples views- is this a suitable location?

The abattoir and the proposed legal graffiti art area are owned by Posh at the Cross Bar. He is happy for this area to be used a legal graffiti art area on certain conditions – I’ll explain these later.

The proposal for this area has been the result of discussions I’ve had with many of the teenagers of Moseley and Kings Heath. After my graffiti tagging video was shown on YouTube I have had a series of discussions with many the local teenagers on MySpace.

The discussion has centered on the type of facilities they want to see in the area.

The number one thing they want is a ‘safe and secure’ area they can meet and chat – at the moment they meet in open air places like Moor Green fields, Moseley Hall hospital grounds and the local parks. Unfortunately, the sudden appearance of 50 to 60 teenagers in these areas freaks out the local residents and the local police are then contacted. I’m working on identifying such an area at the moment.

Many of the ‘leading figures’ in these teenagers are in bands and one thing they complain about is the lack of facilities for them to practice their music and also play in front of their friends. Many of the practice areas are in pubs, which they are not allowed into. We need to give some focus to this issue.

A handful of teenagers would like a legal graffiti art area. One of the things that has been most notably is the animosity felt by graffiti artists towards graffiti taggers. Graffiti artists feel that graffiti taggers are damaging their art form and can’t stand tagging – they too agree that tagging is ugly. On the other hand, graffiti taggers tag for respect they gain in their community and the ‘adrenalin rus’h of whether or not they will be caught.

Alot of the graffiti artists in Moseley are traveling down to Leamington Spa to do their art there – there are legal zones around various building sites. They will not use Selly Oak Park, which has a legal zone, since gangs hang around there and mug them for their mobile telephones. They also feel this park looks a mess, since taggers have taken over it.

The advantage of the proposed graffiti zone is:
It is out of sight – the general publics do not like graffiti art and feel it makes the area look ‘dodgy’.
It is lockable – graffiti artists will be able to work there, safe that they will not be mugged. Also, they can control who uses the site. One thing they complain about is when other graffiti artists paint over their ‘pieces’ within days of it being painted
It is overlooked by several offices, which increases the feeling of safety in the area.
It is close to Markus Galleries – Simon Markus of Markus Galleries is keen to work with the graffiti artists and sell their canvas work.

The concern of Posh of the Cross Bar, is that he doesn’t want 50 to 60 teenagers from ‘goodness knows where’ congregating round the back of his bar. This would upset the residents on Salisbury Road and put at risk the security of his own property.

We would need to restrict the number of teenagers using this area and come up with an agreed code of conduct here. Need to start discussions on this

If this works, I’m happy to set up other similar legal graffiti areas in Moseley and Kings Heath run along similar lines.
