Graffiti Art Studio and fortnightly teenage disco’s

Just a quick update on things:

We are about to state building the Graffiti Art Studio at Epic – we’re just waiting for Keith at Epic to order the wood and we’ll get start building the thing. It’ll take 3-4weeks to build. Councillor Emily Cox, Ernie Hendricks and myself are giving £500 to Epic as a contribution towards the cost of building the studio.

The £1800 to cover the cost of materials in the studio and training courses has been approved. Panda from The Bench will be doing the training courses, which will range from artistic skills to how to stretch a canvas. If Markus Galleries start selling the canvas’s we will also be happy tp put on basic accountancy courses.

I’ve also spoken to West Midland Arts who have recommended putting in a bid for £5000 for more courses – some of the courses could potentially involve the graffiti artist known as Temper – see http://www.bbc.co.uk/insideout/westmidlands/series5/graffiti_art.shtml

We’ve set aside £3,700 for teenage disco’s in the area. The structure of these disco’s is in the early stages. Keith Marsden has indicated an interest in running these at Epic and they could be along the same lines at the teenage party at Epic on Friday 30th March – DJ’s and bouncy castle.

What we would be keen to do is involve the local teenagers is designing the structure of these events – who do they want as the DJ’s, do they want to be the DJ’s themselves. Would they rather have local bands on. Maybe a DJ in the downstairs bar, a film show in the upstairs bar and a bouncy castle.

Indeed, we could form an Events committee run by the teenagers themselves and controlling how the £3700 is spent – obviously the local Councillors and police would have to be on the Committee to ensure the entire money isn’t spent on a trip to Reading Festival.

The events would be free and open to members – membership would help control who attends these events and ensure it mainly local teenagers and their friends.

I would welcome any thoughts.

Debate on teenage drinking in Moseley

I was wondering if we could has a discussion about the teenagers of Moseley and what they do on a Friday and Saturday night. At moment we have large grouping of teenagers in Moseley which is causing some concern with local residents and the police. What I want to do is reduce this stress, which is acceptable to local residents, the police, the teenagers and their parents.

Just to give some background to how this has arisen. Due to popularity of the MySpace website it is now very easy for teenagers to arrange to meet. 20 years ago, a teenager would go door knocking on their friends houses and, hey presto, you have 5 teenagers hanging around the street corner.

Move forward to today and a teenager sends out a MySpace bulletin saying “let’s all meet here” and the next thing you have is a crowd control situation. In the case of St.Phillips Cathedral grounds this can result in 200+ emo’s (modern day Goths) suddenly appearing; in the case of Moseley this can result in 40+ teenagers appearing on either a Friday or Saturday night.

The teenagers do NOT cause any problems. If you talk to them they are very polite, articulate, intelligent and really, really nice kids. What’s causing some stress with local residents is the large grouping of these teenagers (people wonder if a fight is about to break out) and the fact that some of them are drinking alcohol. The teenagers are aged 14 to 17 years old

The police have started confiscating the alcohol from the teenagers, since drinking alcohol in the streets of central Moseley is forbidden.

This is where I would like a debate of what we want to do with these teenagers. As I say they are really nice kids and I personally would rather they stayed in central Moseley where they are safe. I don’t want them hanging around places where they will annoy residents (eg Moseley Hall hospital grounds or Moor Green Lane fields) or in places they are not safe (eg Highbury Park). BUT they are drinking alcohol, and smoking tobacco, and teenagers under the age of 18 are not allowed in pubs, or allowed to drink alcohol.

Talking to the teenagers what they want is somewhere they can meet, drink alcohol and smoke. It would be good to know if the teenagers reading this agree with this statement

So what do we do?

I’ve talked to Youth Workers and other Youth groups, but they seemed to be geared towards dealing with teenagers who have anti-social behavior problems or come from disadvantaged backgrounds. None seemed to be geared towards dealing with ‘nice teenagers who merely want to socialise’.

The Moseley Street Wardens have suggested the creation of a pavilion, but again we hit the drinking of alcohol issue. The teenagers will drink alcohol and my fear is that I end up with the parents knocking on my door claiming I’m making their teenagers into alcoholics.

I would be interested in others views and innovative ideas.

Below is the list of trees that were planted in the Moseley and kings HeathWard this winter. The list shows the varieties and locations.

We have set aside another £10,000 for the 2007/8 Winter to plant another 30trees. We hope to start excavating the tree pits in the summer, so that wehave time to make adjustments if there are any underground serivices.

The Ulmus New Horizon trees on Alcester Road are elm trees - they are DutchElm disease resistant elms.

Street Advisors Employment Project Update

Report Kings Heath and Moseley Ward 12th March 2007

Period Monday 17th February to Friday 9th March

Over the past three weeks 6 of our 7 Street Employment Advisors have between them spent a total of 126.5 hours actively engaged in the Moseley ward. This equates to 18 full working days and to a total of 2.3 people completing a full employment needs assessment per day.

It is important to remember that the ways in which the Advisors work as this gives a fuller picture of the impact they have been having in the area. In each of the streets below the Advisors have been making initial sweeps of the streets stopping and talking to people as they walk down the street or are leaving their house or car. They introduce themselves and the project and ask whether they think the project could help them or their friends of families who live in the area.

During this time they also leaflet houses and local shops to advertise the fact that they are around for the next few days. They then return to the same streets for the next 2-3 days at a set period either morning or afternoon and carry out door knocking and engaging with people out and about in the streets. The very nature of the work means that it can take up to 5-10 minutes or more to determine whether that person is eligible or in need of support from the Advisor.

Taking time to talk to people to this degree is essential for this kind of community work but obviously takes time and often does not result in a recognised engagement (so is not included in our output figures). All people who the Advisors talk to are given a leaflet with the Enterprising Communities Advice project contact details and information about how we can help.

Organisations and Events
Kings Heath Library
Street Advisors have been continuing their advice session at Kings Heath Library. Liaqat Iqbal, Roshan Singh and Mohmoud Ibrahim have all been using the library as a point to meet local clients either for initial consultations or to do follow up advice sessions.

Sajid has been advertising the service and Enterprising Communities in the library. Thus far the advisors have held 7 sessions at the library over the last 3 weeks. Although numbers have been relatively low so far, the staff at the library are happy for the arrangement to continue. It also allows for a community base in which our Advisors can spend time with people in a confidential and indoor setting.

Recruitment Event
The recruitment event at Moseley CDT on Wednesday 28th February was reasonably well attended. It was a two hour event in which 27 people were engaged. Of these people 8 were from our designated North Moseley area.

Response rate and issues raised
Our Advisors have found the North Moseley area a difficult area to work in. The area itself is small compared to other Enterprising Communities wards with similar targets. Response rates at the door have been very low, with the majority of people not opening their doors. Engagement with people in the streets has proved more successful, however due to the proximity of the area to Sparkbrook and Springfield a high proportion of people they have engaged with in these streets have not been included in the outputs for North Moseley as they live within these neighbouring areas.

Balsall Heath, Moseley and Kings Heath High Street have all been used in the last three weeks to try and engage with people from North Moseley but the majority of people who we have spoken to do not live in the allocated area. Action PointsWe will continue to send three advisors to continue to work in North Moseley over the remaining three weeks of this project year. Much of this work will be follow on advice and guidance, as it is crucial that clients engaged with in the last 2 months are supported with their employment searching and skills development.

We aim to engage with a further 15 - 20 clients by the end of the project.

Update on Woodnorton House site

The Council's property disposals department have given the proposed developer of the Woodnorton site (corner of Alcester Road and Moor Green Lane) until the end of March to finalise their bid and proposal for the site. Otherwise, the Council will end negotiations and talk to the other companies who unsuccessfully bid for the site.

Last Spring, the Council marketed the site using a closed bid auction. Unfortunately, the winning bid has run into problems due to high number of protected trees on the site, which meant they were unable to fit all their proposed 19 apartments onto the site.

The Council want to ensure that the developement that will be built on this site will be acceptable from a planning viewpoint, before selling off the site. Otherwise, the site could be sold and remain abandoned for years as per the Sorrento Hospital site OR the Moseley Road tram depot offices.

Moseley Road tram depot offices video

It is about the derelict offices at 582 Moseley Road, Moseley, that were the former offices of Trafalgar Road tram depot.

This video is quite controversial since it ended with the cameraman being assaulted by the owner of the property. The owner of this property has since sent me a solicitors letter demanding that all copies of this video are destroyed by the 7th March otherwise they will take me to court. They have not clarified on what grounds they would do this.

I personally feel the video is in the public interest since it shows the appalling condition that this statutory listed building is now in and the scale of gutting of the building. Last summer, the workers on the site dug down so deep that they went below the foundations and the building became structurally unsafe. The video shows how major work then took place to re-strengthen these foundations.

Since the summer, no further work has taken place on the building and this historic building is now open to the elements.

The video also shows how all the drainage pipes around the site have been cut through and not resealed or diverted. Whenever it rains, the entire basement of the building fills with water and resembles a swimming pool. I do have concerns about whether or not any sewage pipes have been cut since Keith Marsden who owns the skateboard park next door complains about the stink from the building at the height of the summer. We have asked the Council to investigate.
I have edited out references to the 3 large advertising hoardings on the front. I have asked the Planning Department to investigate whether or not listed building consent is needed for these.
