Re-organisation of street cleaning in Birmingham

At yesterdays Transportation and Street Services Scrutiny Committee, the Councils Waste Management team presented their proposals to get rid of all the demarcation rules in Street Services and instead having area based teams.

At Decembers Scrutiny Committee is was explained how demarcation rules are resulting in a byzantine structure of street cleaners - one litter picker does the slabbed pavement, another does the grass verges, once a year someone does underneath bushes, no one does the central reservation of dual carriageways. another team does shop frontages, another team removes dumped rubbish from next to recycling bins, another team removes dumped rubbish generally........and so

As of April 2007, five Council Wards will pilot new area based teams - these teams will be responsible for getting rid of litter and rubbish anywhere in those Wards.

The first five Wards chosen to pilot these teams are:
Edgbaston
Stockland Green
Soho
Brandwood
Moseley and Kings Heath

Once any initial problems are ironed out, the teams will be quickly rolled out across the rest of the City

Recent price rise in ticket prices by Travel West Midlands

Representatives from Travel West Midlands (TWM) attended yesterdays Transportation and Street Services Scrutiny Committee to explain the recent price rises on TWM buses.

The following was explained:

The price rise was triggered by an increase in running costs for TWM.
a) The bus drivers have had a significant wage increase from £6 per hour to £7.50 per hour. TWM are noted for having the highest paid bus drivers outside of London.
b) increase in diesel to run the buses
c) increase in elecricity and gas prices to run the garages - the garages are expensive to run since they are run 24 hours per day - buses are maintained and cleaned at night. The garages are huge open spaces with large open doors

The price rise was needed to maintain a TWM profit margin of between 12-15% of turnover. In 2005, the turnover ( this is money received from tickets) was £208million. After deduction, the pre-tax profit was £29.7million - ie a profit margin of 14.3%. After tax deductions the profit is reduced to approx £21million. This profit is then re-invested in the company. TWM buys 115 new buses per year at a cost of £18million. The remaining £3million is invested in garage improvements, real time information investment and other capital costs.

The 12-15% profit margin is considered to be reasonable to maintain a sustainable business. Other bus companies with lower profit margins tend not to invest in new buses.

TWM decided not to evenly spread the proposed increase in fares over all tickets and bus cards. Instead they felt that there was an imbalance between the cost of normal bus tickets and pre-purchased bus cards and saver tickets. This was based on experience from other cities like London and Brighton, which have been successful in increasing bus patronage - in these cities the bus fares are skewed to encourage bus passenger to pre-purchase their tickets.

The increase in fares will affect 25% of passengers who purchase their tickets on the bus. It is not known what the economic background of these customers are.

The remaining 75% of passenger will see no increase in fares - and instead a reduction in real terms.

TWM feel that the new pricing strategy will increase bus patronage, since customers who buy travel cards or saver tickets are more likely to use the bus more.

40% target for recycling in Birmingham in 2026

At yesterday's Transportation and Street Services Scrutiny Committee, the Birmingham Waste Strategy came back to committee. This report had previously come to committee in November where concerned was expressed over the rather low target of 40% for recycling material (excluding incineration) in the City by 2026.

It was explained to Committee by council Officers that this figure is based on research by the Resource Recovery Forum on what is the maximum achievable recyclable rates in towns and cities internationally, without the need for 'enforced' recycling - for example by charging residents for getting rid of domestic waste by weight .

It was explained that the findings of this research showed a strong correlation between population density and the achievable levels of recycling. The achievable rates were:

<250 persons/km2 - maximum achievable recycling rate 55-65%
<1000persons/km2 - maximum achievable recycling rate 45-55%
1000-2500persons/km2 - maximum achievable recycling rate 45%, although this is not always sustainable
>3000persons/km2 - maximum achievable recycling rate 30-36%

The population density of Birmingham is 3706person/km2. Therefore based on this research, the best that Birmingham will ever achieve for recycling by voluntary means only is 36%. To achieve higher rates would involve punitive action on residents who didn't recycle.

At yesterdays meeting it was decided to accept the proposed rate of 40% by 2026 for present time. It was agreed that a further piece of work needs to be done by Scrutiny, possibly the Sustainability and Climate Change Task and Finish Overview and Scrutiny Committee, soon. That piece of work would look at the validity of the research mentioned and if the research is correct, then to invite a debate as to whether punitive action on residents who do not recycle is the path that Birmingham wishes to take.

Tours of Moseley Road baths this Saturday

There will be guided tours of Moseley Road baths this Saturday, 13th January, 10am to 12noon. Following date is Sunday 28th January

The tours will be done in groups of 10 people, so numbers are restricted. You need to book in advance

The tours are being organised by the Friends of Moseley Road baths, whose objective is to keep both swimming pools as swimming pools. We ask that visitors respect those objectives

The tours will include:
The slipper baths rooms - these were where members of the public washed themselves, years before houses had baths. These are the only surviving collection in the UK
The class-based arrangement of the building - where first, second class men and women where kept separate - this is the only remaining baths where the physical divisions still exist
The upstairs committee room
The 3 storey boiler house - on the first floor are the drying racks for towels and swimming costumes - the only existing collection in the country
The filter house with its gigantic Edwardian water filters - which are still used today, using Leighton Buzzard sand to clean the swimming pool water
The 100 foot deep water well, where the original swimming pool water came from

Three graffiti taggers arrested in Moseley

Three Moseley based graffiti taggers were arrested by West Midlands police just before Christmas – Wednesday 20th December 2007. Further arrests in the coming months are expected.

The three were arrested on evidence collected by local Councillor Martin Mullaney.

Since August 2006 the Moseley and Kings Heath Councillors, local police, British Transport police, local wardens and the Council’s Environmental Crime Squad have been working together to identify all the graffiti taggers operating in Moseley and Kings Heath Ward.

Councillor Mullaney and the local Wardens regularly photograph any graffiti tags in the area and exchange intelligence.

One of the graffiti taggers arrested had tagged from Hall Green to Moseley non-stop for two years and had recently graffiti-ed the entire roofline of Woolworth’s in Kings Heath

Councillor Mullaney has already collected evidence on other graffiti taggers operating in Moseley and Kings Heath and additional arrests are expected in the coming months.

Sgt Steve Radford, based at Woodbridge Road police station organized the arrests.
